JSC “TRANSAS Consulting” took part in the 15th International Conference and Exhibition on the development of oil and gas resources of the Russian Arctic and the continental shelf of the CIS countries "RAO / CIS OFFSHORE 2021", which opened on September 21, 2021 in St. Petersburg.
The conference, in particular, discussed the issues of ensuring the transport security of offshore platforms and artificial islands, including the MSLP “Prirazlomnaya”, whose security assessment and transport security plans were previously developed by the specialists of TRANSAS Consulting.
Specialists of Gazprom Neft Shelf LLC (Prirazlomnaya OIRFP) and Gazpromneft-Yamal LLC (Gate of the Arctic Marine Terminal) drew attention to the imperfection of the current legislation regarding transport safety of offshore platforms and artificial islands. On one hand, there are excessive requirements for the volume of safety documents and monitoring equipment, and on the other hand, there is a lack of procedures and actual rightful ways to respond in case of a real attack on the object.
Safety experts believe that the Decree of the Government of the Russian Federation of October 8, 2020 No. 1638 does not fully correspond to the actual situation and should be finalized to ensure the transport safety of offshore platforms and artificial island. It was proposed to create an appropriate working group under the Ministry of Transport of the Russian Federation.
